Carlo Stagnaro (1977) is research and studies director of Istituto Bruno Leoni, which he contributed to found. Prior to that, he was Chief of the Minister’s Technical Staff at Italy’s Ministry of Economic Development. He holds a M.Sc. in Environmental Engineering from the University of Genoa and a Ph.D. in Economics, Markets, Institutions from IMT Alti Studi – Lucca.
He is lecturer in energy management at MIB Trieste School of Management. He is a member of the Institute of Economic Affairs’ Academic Advisory Council as well as a fellow of the Osservatorio italiano sulla povertà energetica at the Padua University’s Levi-Cases Center.
He has been the editor of the Index of Liberalization since 2007, a periodical benchmarking report on the degree of market openness in several sectors of the economy in the EU member states. He edited “Cosa succede se usciamo dall’euro?” (IBL Libri, 2018). He authored a monograph on the policies to incentivize investments in renewable energies and competition in electricity markets, “Power Cut?: How the Eu Is Pulling the Plug on Electricity Markets” (IEA, 2015).
He is a member of the editorial board of the journals “Energia” and “Aspenia”. He is an economic columnist for the daily magazines “Il Foglio” and “Il Secolo XIX”.
His latest book is “Contro il sovranismo economico” (Rizzoli, 2020), writtenn together with Alberto Saravalle.
