Born in Milan (20.2.1948). Graduated in Unimi Political Science, specialized in Business Planning and Strategy at the School of Business Management of Bocconi University.

In the university field
- Confirmed Associate Professor (Economics and Business Management), Professor of Public Policies for Communications and Theory and Techniques of Public Communication in the CDCs of the Faculty of Communication and Performing Arts of the IULM University (in office since 2001, for suitability in competition Faculty of Economics, Ca' Foscari University, Venice).
- Scientific Director Master's Degree in Strategic Communication Management for Society and Policy (MASPI, since 2002).

- He is a member of the Regional Communications Committee (Co.re.com) of Lombardy.
- He was president of the Brand Milano Committee (Milan Municipality) from 2012 to 2015; from May 2016 transformed into Brand Milano Association (with coordination responsibility).
- He has been a member (since February 2018) of the working group of the SCM Superior Council of the Magistracy for the profiling of the guidelines on information and communication of the judiciary.

- From 2003 to October 2010, with the delegation of the Rector for Institutional Relations of the University; from 15 June 2016, the Rector Prof. Mario Negri again conferred on him, together with the delegation of relations with the CRUI.
- From 2004 to October 2010, he was Secretary General of the Fondazione Università IULM (applied research; partner Assolombarda, Chamber of Commerce, Union of Commerce, Province of Milan, Lombardy Region).
- In 2007, he founded the IULM School of Communication (post-graduate training) of which he was scientific director until 2010.
- He has held courses in international universities (George Washington University, Sao Paulo, Brazil and for two years 1998-2000 in Lugano, head of teaching of institutional languages).
- From 1993 to 2000, IULM University awarded him contract teaching on the subject of "Communication of complex organisations".
He has developed a previous managerial career, mainly in the communications system, in the institutional and business fields.

- Director of Rai-Radiotelevisione italiana (1977-1982, assistant to presidents Paolo Grassi and Sergio Zavoli); responsibility for institutional relations.
- General Manager of Istituto Luce-Italnoleggio cinematografico (detached from Rai, 1982-1985): to reorganize production and distribution structures, requalify production and commercial profiles, launch historical archive organization.
- Central Director of the Olivetti Group (External, International and Cultural Relations - 1995-1996), in the phase of transformation from information technology to telecommunications.
- Director of SIAE (1985-1993).
In the institutional field
- Director General and Head of the Information and Publishing Department at the Presidency of the Council of Ministers (1985-1995), confirmed by ten governments.
- General Manager of the Lombardy Regional Council (1997-2001).
- Secretary General of the Conference of Presidents of the Italian Regional Assemblies (2001-2006).
- Communication Adviser to the Ministers for Education (1999-2000) and the Civil Service (2003-2004). Counsellor for Cultural Economy to the Minister for Cultural Heritage (July 2007- May 2008). Responsible for research programmes for the Ministers of the Interior (1999), Innovation (2003) and Foreign Affairs (2004). He has recently carried out research for Scuola Superiore Magistratura.

- From 2006 to 2010, for two terms, he was the Italian representative (Min. of Foreign Affairs) in the UNESCO-BRESCE Scientific Council.

Since 1998 he has been the editor-in-chief of the Italian Public Communication Magazine;
